The issuance of the bid package is discussed in CHOP v3, Chapter 6.5, “Distribution of Bid Documents” and identifies steps taken for the traditional method of construction procurement, with reference to electronic tendering services.

The process is similar whether using the traditional method or electronic method of construction procurement and as has already been noted, the biggest difference being the number of printed documents that the owner is required to provide. The steps are similar in that they both include;

• Issuing a notice of bid to potential bidders, this notice should identify things such as ;
  
  o the bid calling authority and contact information
  o the method by which a bidder is to register as a bidder
  o how the bid documents are to be obtained
  o the deadline and location for submission of the bids
  o the date, place or method for a mandatory bidders conference or site visit
  
  If a traditional method of construction procurement is being used, some additional steps may include;
  
  
• Printing of bid documents for distribution
  
• Identifying whether there is a bid document deposit
