Ontario is reshaping how water and wastewater infrastructure is planned, financed, and delivered. Bill 98 has expanded the use of Municipal Service Corporations (MSCs), publicly owned, municipally accountable entities that can enable communal servicing where full municipal infrastructure isn't feasible, while Bill 60 has introduced a separate provincial framework for Water and Wastewater Public Corporations.
