Helping OAA Members Understand and Meet Their Regulatory Responsibilities.
Learning Objectives:
- Understand the OAA Complaints Process: Participants will be able to describe the steps involved and possible outcomes when a formal complaint is filed through the OAA and will gain an understanding of the roles of the Complaints and Discipline Committees.
- Identify What Constitutes Professional Misconduct: Participants will learn to recognize behaviors and practices that may constitute professional misconduct under the Architects Act and the OAA’s regulations, including common examples and case studies.
- Apply Best Practices to Avoid Complaints: Participants will gain practical strategies and ethical considerations to minimize the risk of complaints, ensuring compliance with professional standards and maintaining public trust.

Claire Hepburn, Hons. B.A., LL.B., Deputy Registrar Ontario Association of Architects
Claire Hepburn is a lawyer working in the area of professional regulation and is currently the Deputy Registrar of the Ontario Association of Architects (OAA). Before joining the OAA, she worked at the Law Society of Ontario, as manager of Experiential Training. Prior to that, she worked as Review Counsel at the University of Toronto’s student legal clinic, Downtown Legal Services.
Claire obtained her law degree at the University of Windsor and has an honours degree in French and English from McMaster University.
Toon Dreessen, Architect, OAA, NLAA, FRAIC, RIBA, AIA, LEED AP, President Architects DCA
Toon Dreessen is a graduate of Carleton University and recipient of the Alpha Rho Chi graduation medal. Toon is a certified LEED AP and a member of the American Institute of Architects and was inducted into the RAIC College of Fellows in 2016. Toon was awarded the Order of DaVinci in 2020. He leads the company in project development and is responsible for award winning projects in infill development, as well as laboratory, research, industrial and high profile projects. Architects DCA is a company with roots dating back more than 40 years, and is ISO 9001:2015 Certified.
He served 6 years on OAA Committees before joining The Ontario Association of Architects Council where he served for 6 years, 2 as President. Toon continues to serve on various committees and boards.
He leads the company’s activism in the role of the built environment in social justice, gender equity, fiscal responsibility and the role of architects in a strategic, visionary, and thoughtful planning role for infrastructure investments. Toon is a recognized public speaker and published author in local and national media. He has been featured on CBC Radio, the Globe and Mail, Ottawa Citizen and other news publications.
In 2024, Toon led the establishment of the Ottawa Architecture Foundation, a non-profit organization dedicated to the education and public awareness of the role the built environment plays in the National Capital Region.
