Session #1 – NFPA Guidelines-Emergency Evacuation Means of Egress

Egress Procedures
This presentation will be providing an update on recent work being done by NFPA and the Fire Protection Research Foundation with regard to means of egress. Work has and continues to be done in several areas including egress modeling in the health care sector, NIST/NFPA research on validating occupancy limits and egress requirements for nightclubs, and the continuing development of ‘Guidelines for All Hazards Approach Emergency Action Planning for High-Rise Residential Buildings’.

Speaker: Shayne Mintz : Canadian Regional Director for the National Fire Protection Association

Shayne Mintz has over 37 years of experience in fire and emergency services and has worked in all aspects of fire and life safety. He has held executive management positions with the cities of Toronto, Markham, and the Ontario Fire Marshal, and completed his fire service career as Fire Chief for the City of Burlington, Ontario. Shayne has an extensive background in Fire, Disaster and Emergency Management and holds a Bachelor of Arts and Masters of Public Administration Degree from the University of Western Ontario. He has also earned Master’s Certificates in Operational Risk Management and Public Administration from York University in Toronto. Among several diplomas in the fire and life safety sector, Mr. Mintz also holds the designation of Chief Fire Official from Dalhousie University and the Canadian Association of Fire Chiefs as well as Community Emergency Management Coordinator (CEMC) in the province of Ontario. Shayne is now the Canadian Regional Director for the National Fire Protection Association (NFPA).

Session # 2 - Means of Egress Issues Related to Human Behaviour

This presentation will ask and answer questions vital to means of egress issues; questions such as “What do we expect from people during an evacuation? What assumptions do we typically make? How do people actually behave?” and “What do we know about evacuee performance?”

Speaker: Dr. Steven Gwynne, Ph.D., Research Officer NRC Construction – Fire Safety

Dr. Steven Gwynne has worked in the field of evacuation and pedestrian dynamics for over 15 years. He has been involved in collecting data, enhancing engineering practice, and developing/applying models relating to people movement scenarios in a range of areas. These include aviation, maritime, rail and the built environment, along with mass evacuations from urban-scale scenarios. He has worked in academia (e.g. Universities of Maryland (US) and Greenwich (UK)), in industry (e.g. Hughes Associates, Inc (US)), and in government (e.g. NIST (US) and now NRC (Canada)).

Session # 3 - Egress Research Related to Public Health and Ergonomics

This presentation will outline recent developments in public health and ergonomics related to means of egress; scheduled to be discussed this year at conferences in Vancouver, Melbourne and Chicago. Major sessions are to be focused on stairways – an important, but very problematic component of means of egress.

Speaker: Jake Pauls, Certified Professional Ergonomist - Jake Pauls Consulting Services.

Jake Pauls is a Certified Professional Ergonomist, with 48 years of international experience in research, codes and standards, development, public health advocacy and consulting. His expertise is in ergonomic, architectural, engineering, management, and regulatory aspects of movement of people, individually and in crowds – including egress, especially on stairways. He serves on several NFPA standards and codes committees and is known for bridging among ergonomics, public health and development of requirements for building usability and safety.
